The Effect of Perceived Human Resources Management Practices on Employees’ Good Governance: A Pilot Study in Malaysian Local Government Authorities

Abstract
The competent service delivery of the public sector organizations to the present educated customers can be performed through the promotion and acculturation of good governance practice by their employees. Human resources management (HRM) practices is revealed as possible determinant factor in affecting good governance among the employees. The purpose of this paper is to initially examine a small number of sample data on the perceived HRM practices and employees’ good governance in Malaysian Local Government Authorities. Therefore, instruments testing such as content and face validity, and reliability were analysed base on the amended version by experts such as academicians and practitioners. From the instruments, a few data were analysed using the statistical software SPSS version 20. The outcome revealed that the instruments were reliable and the data for pilot study showed evidence of reasonable regularity. Further, this paper provided discussion and conclusion.
