THE ESSENCE AND STARTING POINT OF THE STATE IN THE DOCTRINE OF H. ORTEGA Y GASSET

Abstract
The socio-historical foundations of the state are revealed - its essence and starting signs in the doctrine of H. Ortega y Gasset. The state, in the theory of the Spanish philosopher, appears as a spiritual phenomenon that requires the creation of a new social reality. The ideal representation is embodied through normative violence, a consensus found between the lifestyle of a mature nation, its freedom and the creative enthusiasm of the "best." The state is an integrating force that restrains the hierarchical order of values and balances spiritual aspirations with material stability. Thanks to the realization of the state goal, the consent of the social strata of the population is preserved, a stable level of civilization is established, the historical continuity of society is established. As a historical alternative, the mutiny of the masses, the barbarous regime of government, the state of publicization of public life, its technologicalization, the dominance of vulgarly stagnant notions and the possibility of "best" in creative activity in the public interest threatens the existence of a progressive type of state. The prototype of the state in the concept of madrid is the city. Civilization city is moving synthesis of spiritual and materialistic aspirations commune, a perfect synthesis of representation (draft order) and normalized violence. Self-sufficient community tradition civilized city-states is based on complex, acknowledged credibility, competitiveness miles, the confrontation of ideas, the presence of election procedures and the definition of common purpose.
