Abstract
The paper investigates the essence of innovative activity and the evolution of views on its role in a country development. A country possessing the necessary academic knowledge and big creative human potential has a benefit in economic development in comparison with other countries. These benefits can be hardly compensated by any other advantages: neither natural resources, nor aggressive policy.
