The formation of the police of Ukraine as a component of the implementation of institutional administrative and legal needs

Abstract
. The question of the direct dependence of the success of formation of the Ukrainian police on the processes of full and timely implementation of institutional administrative law requirements concerning the organization and functioning of domestic law-enforcement structures is considered. In particular, it was emphasized that the reform of institutions that serve as legal protection never loses its relevance to any state education, especially this is typical for countries with a transitional type of socio-political organization, which Ukraine should be reasonably considered to be. It is noted that the initial period of the formation of the domestic police overcame a kind of cha-owl rubicon, when it is possible not only to see some achievements of this process, but also those obvious and hidden disadvantages, on the basis of which to find out whether it is necessary to make tactical adjustments in this process or to recognize a failed strategy and start everything from a blank sheet. The proposed implementation of the institutional administrative requirements for the formation of the police is to be considered within the three stages: the first is preparatory, it defines the sphere of social life, the state institutions associated with it, which are subject to reform, is studied public opinion, the reasons and justification of the need for change, the strategic goal is formed and tasks for achieving it; The second one (the main one) is a stage of direct reform, it directly implements the planned activities, controls their completeness and timeliness; The third (final) stage of the process is the stage of assessing the completeness and quality of the implementation of the planned transformations, it occurs after the completion of the specified terms of the reform. It is stated that there is a direct dependence of the success of the establishment of domestic police started in 2015, not only on the processes of full and timely implementation of the relevant institutional administrative requirements, but also on the urgent formation and introduction of a modern and socially promising civilizational paradigm, whose components will ensure stable social development of Ukraine
