THE IDEOLOGICAL FOUNDATIONS AND PRACTICE OF THE EUROPEAN EDUCA- TION SYSTEM IN THE FRENCH MODEL OF EDUCATIONAL AND SCIENTIFIC MANAGEMENT

Abstract
In almost every developed country has a rich experience of building a system of higher education. The results of the analysis of this experience can contribute to the development and enrichment of the national system of education, they provide an opportunity to avoid repeating the same mistakes and the opportunity to discover new approaches to solving some problems in this area. Therefore, based on this, we believe that it is impossible to claim the creation of the strategy of modernization of educational and scientific reforms, which affect the educational-scientific Institute of the society in the management of scientific and educational space and not to perform existing model, schools, directions, their classification in contemporary of education. Internationalization and integration of institutions of higher education in a globally-the international dimension raises many new questions for the theory and practice. In today's world there is diversification of different models of higher education. At the same time, the multiplicity, the diversity of higher education models does not exclude their identity. It is for the industry component of the education and management of education. The continuity of public education, quality management, their intensity can only be achieved under two conditions of a fundamental character. First: use of new, theoretically grounded and practically proven management, philosophically developed, is available and technically secured high technology social work, education and training, learning. Second: the perfect mastery of man the methodology of self-socio-axiological and research activities. The established structure shall provide the same conditions for equitable selection of civil, educational and scientific-educational actions, excluding coercion and domination. Thus, we can conclude that the strategy of development of the modern world the social philosophy of upbringing and education is a key in the field of social administration and philosophy, pedagogy, global social development, for what exactly do we mean by education, education and science or some of the paradigms of upbringing and education is dominant in a certain socio-historical stage, largely depends on the manner of organization and functioning of civil society in the present and future.
