The mechanism of formation of the budget funds in the contex of socio-economic development of the state

Abstract
Theoretical and practical principles of functioning of the mechanism of formation of the budget funds were discussed in the article. The scientific approach to the interpretation of the essence definitions of «formation of the budget funds» and «the mechanism of formation of the budget funds» was proposed. Methods, forms, tools, levers of the mechanism of formation of the budget funds were allocated and characterized. On the key aspects of the functioning of that part of the budget mechanism of the state and its role in the regulation of social-economic processes was paid attention.
