THE PERIODIZATION OF THE HISTORY OF HIGHER EDUCATION OF UKRAINE AND PRACTICE THE ACTIVITIES OF SUBSIDIARIES IN THE PERIOD OF INDEPENDENCE OF UKRAINE

Abstract

Stages historical development of state and non-state institutions of higher education in Ukraine in the period from independence to the present. We consider some problems of modern public policy institutions of higher worlds, based on distant worlds Mykolayiv. This intelligence is designed to illuminate processes in higher education in Ukraine, identify the stages of private higher institutions, branches of leading universities and their role in the Ukrainian economy and state authorities trained professionals to ensure effective and purposeful activity for the performance of their constitutional functions. In fact, as early as 1991 began to appear the first private schools. It was a time when fully implemented the principle of «not prohibited by law – is permitted». Under the system of laws that would regulate such activities did not exist, made the first steps along the way. From 1992 to 1994gg. there is a rapid quantitative growth of alternative public private higher education institutions. This was a period when there was no more need for summarizing first results of their work – issuing credentials. In June, 1992. created Intersectoral Republican Accreditation Commission. The process of introducing licensing, similar to other sectors of the economy, of higher education, vypratsovuyetsya only documents required for licensing and created more unification and systematization management. The general enthusiasm and complete trust in public institutions to working within the country where previously there were only government agencies and no doubt about the legality and compliance arose no one. The next stage was when he had to report to the students about the work carried out in the form of diplomas or certificates. In 1995–1996 rr. the process of accreditation of private universities. There was a significant reduction in the number of private universities. A number of scandals caused general question of whether the existence of private universities. Based on the current situation in 1997 is the first private university diplomas to graduates of state. Thus during the existence of independent Ukraine demonstrates the complex process of forming and reforming the system of higher education. State universities were the basis for the emergence and crystallization system of private higher education institutions. Sectoral universities, such as the Ministry of the Interior, became the basis for the law enforcement system in the transition period and created a possible wave of crime to keep sufficient trained specialists. Reforming law enforcement received the trust of the population that is not eternal and there are questions about the effectiveness of the first copy of the best models of police work in the Ukrainian sohodennist. Reduced state funding, the uncertainty of future departmental institutions in the light of the general policy of the Interior Ministry of Ukraine and MES to reduce the number of universities in general and businesses in particular. When the main criterion for the employment of the police are not the physical parameters and intelligent education can all lead to a situation of isolation police not only from the actual qualified work, as well as from the public, which is extremely undesirable and contrary to the basic provisions of the current police laws. Regional branch of the National Academy of Internal Affairs began to experience local treasury destruction of which would create a legal and professional vacuum that could adversely affect the criminal situation in general and in particular at the local level.
