THE PRESIDENTIAL SYSTEM AND ITS POTENTIAL IMPACTS ON PRESENT PUBLIC INSTITUTIONS

Abstract

The Presidential system emerges as a system of government implemented in different regions and countries of the world. The Presidential system, based on the separation of powers, has found wide applications, especially in regard to the efficiency it provides with the executive. When we look at Turkey, there is an ongoingdebate about presidential system for many years, especially on the assumption that the present Parliamentary government system can not provide efficiency in the country administration. In these debates, presented in the contrary views, especially the daily political arguments are preventing rational discussions. In this context, it seems that Turkey does not have a discussion about how the Presidental system will shape the public administration, public institutions and organizations. However, public administration, public institutions and organizations are the most important focal points for the system to normally process;. In this study, we have presented and explained, and discussed the debatess on presidential system, general structure of current system and possible changes after presidential system, and its implications on public institutions and establishments in Turkey..
