The regional clusters: competitiveness and economic growth of the region

Abstract

Introduction. Regional-scale economic development practice has evolved considerably in the past few decades. Interest in regional clusters and their role in economic development has grown substantially over the last several years among academics, economic development professionals, and firm managers. The main reasons have been the increased intensity of interregional and international competition in the world economy, the apparent shortcomings of traditional regional development models and policies, and the emergence of successful clusters of firms and industries in many nations around the world. One result has been a proliferation of cluster-based economic development policies. Purpose. The article is related to functional priorities of modern development of regional economy. It deals with the role of regional economic clusters as organizational and economic territorial resources for development of the region. Results. Research over the last decade has shown that regional clusters are a prominent feature of successful and growing economies: They drive competitiveness and entrepreneurship, and underlie new business growth. Cluster-based economic development practice is shown to involve significant parts reasoned decisions and unrealistic aspirations, and seems well-suited to encouraging a dual focus on firms currently in the region and those which might locate there. This last finding is likely to be one of the enduring strengths of cluster policy, in that it forces economic development organizations to take the concerns of local firms seriously while allowing a large role for traditional marketing and recruitment. Conclusion. However, the existence of a cluster will in itself not strengthen the competitiveness of a region. One of the central tenets of the cluster-based model of economic development is that the most economically successful regions have managed to knit together companies, teaching and research institutions, and government at multiple levels to create uniquely competitive industries. The success of the has been the forging of new relationships and partnerships in region between industry, government, the university and other agencies or non-profit entities, the increased understanding of economic development issues in region. Cluster based economic development policy is now deployed world-wide through new organizations or institutions focused on collaboration and collective action that are neither government agencies nor private, for-profit firms.
