The Role of the Public Council in the Formation of Strategic Management by Public Authorities

Abstract
The article analyses features of community councils as advisory bodies. It is argued that the regulatory framework and functioning of public councils and their quantitative and qualitative composition are determined in the primary stage of their development. The author describes examples of violations that took place during the establishment of community councils in the state (regardless of level). The article mentions the main functions of community councils: providing expertise, effective communication, supervisory activity and advisory activity. The author argues that a public council directly affects the strategic management of a public authority by ensuring concrete results and stability of government institutions. The article concludes with a list of proposals for improving dialogue with public authorities.
