THE SYSTEM OF INFORMATION SUPPORT IN THE SPHERE OF FOREIGN ECONOMIC ACTIVITY: SCIENTIFIC VIEWS ON THE FORMATION AND DEVELOPMENT

Abstract
It is shown that the system of information support for the entrepreneurial activity, including in the foreign economic sphere of the national economy, formation and development is based on the understanding of its essence. Scientific views on the concept of information support and information support systems are analysed. It is established that scientific researches in the field of economics and management interpret these terms in different ways according to the approach concepts as for their essence definition. It is proposed to distinguish technical and technological and management approaches as for their representation. The author’s definition of concepts on the basis of application approaches in the complex is formulated. In particular, under the information support, it is suggested understanding the activity of providing informational data (for example, digital, informative, analytical, legislative, normative, with regard to forms of documents, etc.) in the manner prescribed by law, in the process of which, on the basis of information systems and applying principles, methods, rules, schemes, and algorithms searches for information, its collection, processing, accumulation, storage, transfer, and use in various spheres to the extent sufficient for the functioning of society and economic system. Under the system of information support of foreign economic activity, it is suggested understanding functional complex which organizational and management component at macrolevel includes such institutional elements as public and commercial organizations that provide information resources and services in accordance with the state law and international guidelines, and its information technology as a platform component comprising a resource (database, such as digital, informational, analytical, legal, normative regarding the document forms and others) created with the use of information systems in performance, during which the search, collection, processing, analysis, storage, and transmission of information, its free and paid usage by foreign economic activity subjects in the amount sufficient for their effective functioning in a market economy is implemented. The elaboration of the essence of the system allows scientifically substantiating its formation by the components of the functional complex, and the structural elements of the defined components determine directions for further development.
