The system of principles of tendering process in the civil service.

Abstract
The article is devoted to research of the system of principles of tendering process in the civil service. The system of normatively fixed principles of tendering process in the civil service and results of scientific achievements is analyzed. It has been established that half of the normatively fixed principles of the tendering process are in line with the principles of civil service. An analysis of the content, meaning and possibilities of practical application of each principle of tendering process in the civil service (both normatively fixed and proposed in the scientific literature) is carried out. The disadvantageous features of the legal drafting methodology in the normative consolidation of the principles of tendering process are established. The attention is paid to the necessity of revealing the contents of the principles of tendering process. The necessity of differentiating the principles of transparency and openness, their obligatory consolidation is substantiated. It is argued that the evaluation during the tendering process is not limited to testing, enshrined in the principles of reliability and conformity of testing methods and the coherence of the application of testing methods. The issue of expanding the system of principles of tendering process is analyzed, according to the results it is established that it is impracticable to consolidate the principles of collegiality, efficiency, informality and immediacy. In order to improve the system of principles of tendering process, amendments to the current legislation on civil service issues are proposed.
