The systemic dysfunction of power as a factor of formation shadow parasociety

Abstract
The article deals with the peculiarities of the formation of the shadow institutional structure of the domestic society as a prerequisite for the systemic dysfunction of the state administration, the reasons for its formation in the form of peculiarities of the processes of incomplete modernization, the formation of an «autonomous shadow state».
