THE WAYS TO IMPROVE THE BUDGETARY INSTRUMENTS FOR SUPPORT OF ECONOMIC ACTIVITIES IN UKRAINE

Abstract
The current budget support instruments of economic activities in Ukraine are considered. The effectiveness of budgetary instruments is low due to a number of factors: the irrational industrial structure of budget funds allocated in support of economic activity; excessive focus of budgetary instruments for losses of unprofitable enterprises, and not for the development of promising sectors of the economy; advantage in supporting of the public sector of economy. There was a sharp decline in budgetary support business entities in Ukraine. In particular, there was a reduction of subsidies and transfers for enterprises in public security, budgetary investment, budgetary lending companies, institutions and organizations. The experience of using of fiscal stimulus instruments (budget grants, budget subsidies and state guarantees) is overviewed and analyzed. The practical recommendations for their usage in Ukraine are suggested. The main measures for improvement of budgetary instruments for support of the economy in the short term should include: establishment of the State Bank for Reconstruction and Development and giving it the authority to lend to business entities through the budget; establishment of a national venture capital fund; reforming the mechanism of state guarantees; introduction and expansion of the scope of the budgetary grant; introduction of "fiscal rules" to limit the provision of state support for certain sectors of the economy; provision of budget subsidies for support of the creation of new jobs or save existing jobs
