Theoretical and Organizational Aspects of Managerial Staff Improving at Penal Institutions

Abstract
Penitentiary service stability depends on the qualified managerial staff. The proper training of the staff that is able to run penitentiary service units on the basis of European Union standards is becoming very urgent. The author proves theoretical and organizational aspects of managerial staff improving as the factor of the staff policy implementation in penal system. The author analyses the reasons that cause the need to improve the managerial staff. Determination of managerial staff development strategy is among the theoretical aspects of managers’ improving in the penitentiary service. This strategy is to reflect the staff development at all stages of the service, the way of its implementation must correspond to the basic professional training trends and the staff competence. This strategy must take into account the problem of managerial staff deficit and define professional skills and habits while choosing the managerial personnel in connection with the changes in the service structure. Proper managerial staff training is to be in the centre of the organizational provision of managers in the penitentiary service. This process should be aimed at the necessary professional and managerial staff training according to the posts. The author proves the necessity of including the penitentiaryбmanagement essentials into education. This approach enables to master convicts’ handling, to obtain skills of management, to maintain inmates’ security in custody. The need to organize the managerial staff training at all grades and education at post-graduate courses is defines among the ways of improving professional level. It is advisable to establish post-graduate courses of the state management at the Academy of the State Penitentiary Service as penal institutions management has certain peculiarities. One of the ways to improve the managerial staff is a competitive approach while appointing the applicants to the managerial posts that implements the principles of publicity, justice and choice efficiency. This approach ensures equal access of the applicants to vacancies. Developing the competitive procedure of appointing to the managerial posts would promote the improvement of this process greatly. The author makes the conclusions which are directed at the implementation of staff development, its modernizing and corresponding to the European standards.
