Timur Interaction international philanthropic organizations with Soviet authorities (1921-1925)

Abstract
The article are discovering the formation of the coordination’s structures of the Soviet regime, which were created to struggle with famine of 1921-1923, overcoming the destruction and recovery of the economy. Particular attention is drawn to the organization of the work of international organizations and the formation of structures that controlled and supervised the work of international relief organizations. For controlling over the foreign relief has been created a separate body – Plenipotentiary representation at international organizations, which through their authorized carried out the not only a coordinating and linking role, and acted as an observer for the organizations maintaining close the linking with bodies of the Cheka-GPU. This explains that nearly all authorized have been directed to this office of the security organs or were military.
