TO QUESTION OF LEGAL ADJUSTING OF REALIZATION OF TASKS OF STATE FINANCIAL CONTROL IN А SPHERE OF MONEY CIRCULATION

Abstract
The article is devoted the questions of realization of tasks of financial control of sphere of money circulation in the context of his legal adjusting and activity of organs of such control. Realization of tasks of financial control is considered in a sphere of money circulation after all his directions and constituents and the degree of intercommunications, level of plenary powers and place, is found out, each of organs of such control. Attention is thus accented on that realization of financial control in a sphere of monetary policy foresees double character of activity of the National bank, which simultaneously develops and controls realization of this policy, and also control in the questions of stability of national monetary item is carried out the Account chamber, on implementation of its plenary powers. In same queue, during realization of financial control of available money circulation, including cash operations, the unique fastened and concerted such checking system absents in a legislation, and there are legislative acts and control organs not built-in in the unique system, which must was provide realization of such control on all links of realization of available money operations. And control in а sphere of non-cash settlements is above all things carried out the National bank of Ukraine, which, having the proper banking system in a management, as though delegates plenary powers on realization of the proper control bank institutions. At the same time the separate elements of this control are foreseen by realizations of the proper actions from the side of other public authorities. Concerning currency control, established, that fully justified is the existent system of his construction, based on distributing of functions between separate public organs and bank institutions, that provides the proper spectrum of scope control from one side, and from other – allows within the limits of specialization of every organ to provide his realization. An analogical conclusion touches systems of the financial monitoring, in which however the considerably diminished role of the National bank of Ukraine which must be corrected at legislative level. On the whole as a result of research a conclusion is formed about the necessity of creation of the unique system of organs of financial control in a sphere of money circulation with clarification and mutual concordance of their plenary powers.
