ТРАНСФОРМАЦІЯ МЕРЕЖІ ВІДОКРЕМЛЕНИХ СТРУКТУРНИХ ПІДРОЗДІЛІВ ЗАКЛАДІВ ВИЩОЇ ОСВІТИ УКРАЇНИ

Abstract

O.E. Lomonosova. Transformation of the network of separated structural subdivisions of higher education institutions in Ukraine. The article depicts the changes that took place in the system of separated structural subdivisions of higher education institutions (HEIs) in Ukraine, which began in the second half of the first decade of the 2000s when their number started to reduce gradually. The dynamics of the number of separated structural subdivisions of higher education institutions in Ukraine, which trained specialists for the first (Bachelor's) and second (Master's) degrees, including state and other forms of ownership, is presented. For quantification of changes of significance and status of the separated structural subdivisions for regional education, the dynamics of the number of students has been analyzed. The subject of the study is the system of separated structural subdivisions of higher education institutions in Ukraine. The purpose of the paper is to analyze the transformation of the separated structural subdivisions of HEIs network in Ukraine. The methodological framework of the study is a set of theoretical and empirical methods of cognition. The principal method of this research is the systematic method. In this research, we used the general and special scientific methods: statistical-economic, theoretical generalization, graphic-analytical and economic analysis techniques (comparison; clustering; use of absolute, relative and average values). The information base of the study is made up of materials from the State Statistics Service of Ukraine and the Ministry of Education and Science of Ukraine. The results. The analysis of the changes in the network of separated structural subdivisions of higher education institutions as well as official documents of the Ministry of Education and Science of Ukraine, showed that the number of separated structural subdivisions in 2008-2018 reduced almost twice. The main reasons for this phenomenon became the increase of state requirements for conducting educational activities and ensuring the proper quality of education, the demographic crisis in Ukraine and a sharp reduction in the number of school-leavers. To obtain an accurate and complete picture of changes in separated structural subdivisions' status and significance, it is proposed to consider the number of students studying there. The analysis of the higher education system in the regional aspect has shown that in twenty regions of Ukraine there has been a decrease, and in five (out of twenty-five regions of Ukraine, including Kyiv), an increase in the number of students of separated structural subdivisions. In general, despite the overall decrease in the number of students of separated structural subdivisions, they continue to play a notable role in the system of higher education in Ukraine.
