Transport security system: theoretical interpretation

Abstract
The system of ensuring transport security of the state as an integral part of the system of ensuring national security is analysed in the work. The external goal of the system of transport security of the state is determined. The system of ensuring transport security of the state is considered as a single national system consisting of a body of state authorities that regulate and control issues of transport security, public associations, which, on the one hand, are customers and consumers of transport security and, on the other hand, they are active transport safety objects for which clear and transparent rules of the game need to be established. One more component of the system is a set of regulatory and legal standards that ensure the implementation of regulatory mechanisms and the reproduction of transport security. The levels of the system, qualification of their responsibility and competencies in the general system are determined. A distinction between the areas of responsibility and the interaction of system elements is made. The directions of further research are outlined while distinguishing the system of transport security of the state. It is determined that characterizing the internal state of transport security, it is necessary to add threats of sociogenic character (acts of terrorism), to threats of technogenic and natural character, and increase of level of transport safety has political, economic and social character
