Types of public control by the activities of bodies of the national police of Ukraine

Abstract
Involving citizens in public affairs management, providing them with free access to information about police activities, are prime areas for the activities of the National Police. The specifics of the activities of the subjects of public control are that their main task, due to the impossibility of self-enforced measures, is to involve the competent authorities in this process in order to inform and implement the principle of transparency and openness of police activity for ordinary citizens. In accordance with the strategy of development of the Ministry of Internal Affairs system for the period up to 2020 ensuring publicity, openness and transparency of the police authorities, the partnership, this form of interaction between the police and the public, is aimed at establishing a system of dialogue between the police and the public, improving the quality of decision-making on important law-enforcement issues taking into account public opinion, creation of conditions for the participation of citizens in the drafting of normative acts on the organization and operation of the police. And correctly, the definition of effective types of public control acts as a stimulating factor in the formation of improved partnerships. Without active participation of the public, the activity of law enforcement agencies in preventing, detecting and stopping offenses is ineffective and does not allow for broad support from the population, reduces the level of trust, which in turn negatively affects the results of such activity. Therefore, the maintenance of law and order should not only be the task of the state on behalf of authorities, but also become a matter for the whole Ukrainian people.
