TYPOLOGY AND ORIENTATION OF POWER DECENTRALIZATION

Abstract
Theoretical aspects of decentralization are analyzed in the article. Decentralization of service delivery – moving re-sources and responsibilities to lower levels of government – is another potentially powerful means of introducing inter-nal competitive pressure, particularly for the provision of public goods with inter-jurisdictional spillovers or economies of scale. Local governments get the flexibility to match supply to local preferences or demands, while local accountabil-ity and inter-jurisdictional competition in supply provide potential restraints. While decentralization or decentralizing governance should not be seen as an end in itself, it can be a means for creating more open, responsive, and effective local government and for enhancing representational systems of community-level decision making.
