URBANIZATION IMPACT ON THE DEVELOPMENT OF NOTARIATE IN KHERSON PROVINCE IN THE SECOND HALF OF THE NINETEENTH CENTURY

Abstract

The development of notariate in Kherson province in the late nineteenth century is viewed from the standpoint of urbanization processes, urban development and urban lifestyle. Transformation processes in the Russian Empire were associated with reforms of the 1860–1870-ies, in particular, antislavery, justice, regional, and military reforms that influenced all the areas of provinces population life and became the main reason of the urban population growth and the need of occurrence notaries. The appearance of notaries and urban infrastructure development in Odessa and Mykolaiv caused the development of transport network in the cities, which also led to the growing number of urban population. The increase in population number in cities prompted carrying out notary functions that included real estate and immovable property sales, drawing wills, property division, inheriting the right to property and land. In the second half of the nineteenth century, there was an increasing demand for notarial services both individuals and the entire city. For instance, on April 11, 1880, Odessa notary Luka Ryntski in his registration book wrote that P. Bonnie (representative of Belgian joint-stock company of horse railways) conveyed his right to concession of E. Otle, which helped to launch the first line of horse-railway in Odessa. In the second half of the nineteenth century in Mykolaiv, a number of people who wanted to purchase a house and lands grew significantly. It could be done officially by registering in the notary book. Acts of buying and selling property and land were made by well-known and most experienced notaries of the city like V. Shtulkerts, M. Isachenko, C. Kuznetsov, V. Mileant, P. Mistiuk. The need for registration of private individuals purchase and sale acts for movable and immovable property, lists, orders, bills of sale certificates, donations and mortgage records, from the clergy caused appearing of a great number of notaries in Odessa and Mykolaiv
