Abstract
Emergency and preventive actions carried out by the allocated Polish Armed Forces military units in actions and crisis response operations relate to people, environment, infrastructure and property. They cover a wide list of tasks concerning the granting of various aid (rescue) as well as precautionary, preventive and protective tasks. The purpose of rescue actions is to save lives and health of people, their possessions and goods as well as rescue of critical infrastructure facilities and environmental protection. However, the purpose of preventive actions is to maintain the status quo which exists and is rated as satisfactory or desirable. The specificity of rescue and preventive actions carried out by military units in crisis response actions and operations is that they are planned and conducted under pressure. The pressure is caused mainly by: the fact that these activities’ mission is associated with saving lives and health of the wounded and sick, expectations of the injured population formulated as requests to ensure the conditions necessary to survive the crisis situation, tight deadlines of the rescue and preventive tasks as well as extreme conditions and the resulting risk of losing health or life of soldiers engaged in rescue and prevention operations. The use of military units in rescue and preventive activities of emergency response actions and operations is not only desirable but also necessary. Their abilities to render assistance, rescue people, environment, infrastructure and property are primarily due to the habits and skills in extreme conditions educated over the years. The army in the modern state is one of the few players with the most potential and best-organized organizational structure capable of maintaining constant readiness and capability for immediate and effective support of the society in crisis situations. The main advantages of military units during the rescue and prevention opera-tions are: command based on the military discipline, the military hierarchy that allows the intensification of effort and a network of command posts that provides continuity of control (management), the mobility of military units enabling them to conduct crisis response actions and operations in any area (region) of the state, the continuous ability to take immediate actions, high military morale, obedience, strength, efficiency, ability of fast decision-making, knowledge and skills of leader- ship staff in the area of human resource management.
