Valuing the business performance of and by skills: the case of SDO Bechar Rural

Abstract
This article studies the relationship between the concept of competence and the notion of company performance. It shows that strategic HR management is a determining factor in the value creation process of the company and subsequently in the improvement of its performance. On a practical level, the theme of improving business performance, building on skills, has become the focus of much research and at the heart of companies and organizations to increase development skills and increase their efficiency in employment.
