Virtualization of the state as the newest characteristic of the age of globalization

Abstract
In the process of universal virtualization, as a result of the rapid evolution of the latest information technology, the state both from the outside and from the middle gradually loses the traditional meaning of and is reformatted into a new type - the cyber state - with essentially new features. Informative progress has led not only to deforming such a basic feature of the state as a territory, but also before changing a number of other essential features. Particularly active impact virtualization has on the state the power that manifests itself in the electronic communication system between the authorities empowered at the discovery of the will of the people, and the people themselves, as well as in the formation of the market of new services of power in conditions of globalization. This led to the need to analyze the peculiarities of penetration virtuality in the managerial function of the state under the influence of informational and communicative technologies in the context of the gradual virtualization of the state.
