Abstract
В присутствующий временах инновации стали первенствующим решением для конкуренции государственная перед многими хозяйственными факторами на глобальном международном рынке. Уровень инновационность государства зависит от сообщения между промышленностью, наукой и правительством. Этот последний служит в качестве регулятора по отношению к науке и промышленности, по отношению к несовершенству саморегулирующейся функции рынка.
