Administrative procedures and administrative services in Ukraine

Abstract
The article is devoted to the category of the admin- istrative procedures and administrative services as the administrative law institutions. Attention is focused on such function of public administration authority as pro- vision of administrative services, since this function is one of the most important components of management activity, is derived from the general government con- tent, includes meaningful characteristic of activities and etc. There are considered scientific approaches to deter- mination of thees sence of the concept of «administrative procedure», established its relation to the categoryof «ad- ministrative process», and outlined the main features of administrative procedures in the article. The author gives the concept of «formality», as the main component of the legal mechanism of realization of citizens’ rights. The situation of the modern legal doctrine concerning the leg- islative and theoretical definition of «administrative ser- vices» is analyzed, the main features, the essence and the legal basis of the institution are determined in the article.
