AN AMOUNT WHICH PURCHASER INTENDS TO FINANCE THE CONTRACT AND ABNORMALLY LOW PRICES IN THE LIGHT OF DOCTRINE AND JURISDICTION VIEWS

Abstract
Public contracts raise doubts about the logic of their legal basis. Not always as it seems, with many examples of taking main criterion - price is constructive for the purpose of the contract, particularly in the context of quality of outsourced services. It happens many times that manipulation of prices, getting lower to the illogical extreme level, determines choice of execution value of the contract. This raises emotions and formal appeals which complicates the procedure of contract. Analysis of current legal situation, quoting practices and related discussion should lead to a logical modification of this difficult problem, where reliability and integrity of services and behavioral effects in the process of obtaining is questionable at the current state.
