APPLICATION OF INTERNATIONAL SANCTIONS BY THE EU UNDER THE TREATY OF LISBON: THE PROBLEM OF LEGAL BASIS

Abstract
The article deals with the legal pproblem of application of international sanctions by the EU after the Treaty of Lisbon took effect. It t races the specifics of new legal basics of EU sanctions. The article distinguishes between the sanctions against states and individual sanctions against persons. It further reviews the correlation between articles 75 and 215 of the Treaty on the Functioning of the European Union and their influence on the development of the Area of Freedom, Security and Justice as well as Common Fireign and Security Policy of the EU. The article demonstrates the superriority of article 215 over article 75 due to its greater universality.
