ASSESSMENT OF TERRITORIAL COHESION WITH RESPECT TO UTILITY INFRASTRUCTURE OF COMMUNES IN POLAND IN 2005-2015

Abstract
The purpose of this study is to assess the level of territorial cohesion of communes with respect to utility infrastructure in 2005-2015. Based on selected properties of utility infrastructure development, a synthetic technical infrastructure development index was calculated using statistical data from the Central Statistical Office’s Local Data Base for 2005, 2010, and 2015. Analysis of utility infrastructure development in studied years indicated large differences between commune types, number of their residents, and in regions, indicated by the coefficient of variation. Larger differences in the utility infrastructure development level were observed in urban communes, compared to urban-rural and rural communes. The most varied provinces were Małopolska and Silesia, the least varied – Kujawy-Pomerania and Łódź. Comparing coefficients of variation from 2005, 2010, and 2015, one can notice that these coefficients increase in 68% of studied communes. It means that these communes have a disadvantageous level of territorial cohesion with respect to utility infrastructure.<br/><br/>
