Background and experience of implementation the budget of participation in Germany

Abstract
The main factors contributing to the popularity of the ideas of participatory budgeting in Germany are considered; the history of its practical implementation in different lands is analyzed; the specific of the German approach and the prospects of improving the practice of participatory democracy are determined.
