Corruption as an element of the evaluation of local governments in Poland

Abstract
The paper presents the theoretical reflections on corruption and attempts at its assessment at the level of the Polish NUTS 2 regions. The paper uses the indicators of the quality of governance in the European regions, presented by the Göteborg Government Quality Institute. Based on them, the level of corruption was assessed in Polish voivodships in 2010 and 2013. For comparative analysis, statistical measures of location and dispersion were used to determine the degree perception of perceived corruption in each region. The results of the analysis indicate significant variation in perceived corruption in Polish voivodships, and the largest in the field of public health care system.
