Cross-Border Crime: Qualitative and Quantitative Indicators, the Problem of Latency and Polymorphism

Abstract

The article describes such quantitative and qualitative indicators of cross-border crime for the period of 2014–2018 has been provided. The rule of the so-called border security dilemma has been formulated. A methodological approach to determining the index of latency has been developed in the process of assessing the state of cross-border crime. The understanding of such notion as polymorphism has been substantiated and arguments in favour of its applicability for use in criminological practice has been presented. It has been proved that the development of forms of cross-border crime is possible on the basis of additive or synergistic model.
