CTCES Project: Multilingual, Bilingual and Social Reality

Abstract
The article deals with one particular case (CTCES project) study which helps to reveal the possible cross-cultural and bilingual problems. According to the international project CTCES the participants can face with social reality that can be an obstacle for the final project goal. The world economic crisis and different democratic order of the countries can predetermine the effectiveness of the project as well. Eight countries: Britain, Germany, France, Portugal, Spain, Poland, Latvia and Lithuania have participated in the CTCES project work. These countries have been paired according to the neighboring borders. The English language has been considered to be a lingua franca in the creation of the teaching/ learning material. The research in Lithuania has revealed the reality that the employees of the border services know Russian as the lingua franca and do not see any possibility to learn the neighboring language. The teaching material consists of three scenarios (Forest fire, Tunnel accident, Pandemic): texts, glossaries and exercises for developing different skills of speaking, writing, reading and listening. The border service is considered to be a social group that makes decisions in various unforeseen and sometimes crucial events on the border. The work of the border services could be more effective and better organized if countries knew the neighboring languages. In this case it could be easier to reach the mutual understanding and better organize the rescue works. CTCES project is the creation of an e-tool enabling the employees of the border services to teach/ learn the neighboring language for special purposes.
