Decentralization: social responsibility of citizens as a factor of sustainable development of territories

Abstract

Decentralization, which is now happening in Ukraine, affords an opportunity to realize the potential of individual regions, their sustainable growth. The article analyzes the dynamics of the decentralization process in Ukraine. Remains unaffected the five leading regions which are realizing the tasks of decentralization: Zhytomyrska, Chernihivska, Zaporizhska, and Khmelnitska areas. An indicator of a high level of decentralization is a part of local cost at a level bigger than 45% of the general government expenditure, an average level is 30-45%, and a low level is less than 30%. The part of local budgets in Ukraine (without inter-budgetary transfer) at integrated budget on the 31st of March 2019 is only 20,8%. The effectiveness of solving local problems, the inoculation of various territorial development projects scales up massively if the community’s residents also take participation in their solution. The projects which can develop the area can be projects as for energy efficiency actions, modernization of infrastructure, implementation of high quality communal utility services; recycling of domestic and industrial waste. In any case the community by itself indicates their priorities on the way of the developing. The Article explains practicability the developing of the concept of social partnership of community and regional authorities, which should pay in attention the specific of social-economic, develop of every single region, availability of required material and human resources, specialists in sphere of social responsibility. For the effective operation of mechanism for controlling of decentralization, implementation of social-economic projects at communities is needed to know the level and quality of the public informed. Decentralization, social responsibility of communities’ citizens is one of the main factors for achievement of the region’s develop, citizens of which are lumped into territorial communities.
