EDUCATION CREDIT AS A FORM OF INVESTMENT IN THE EDUCATIONAL SPHERE

Abstract
Purpose – studying theoretical and methodological principles and international experience of educational lending as a form of educational investment; revealing issues and prospects of its expansion across Ukraine for the purpose of providing investment development for domestic educational sphere. Methodology of research. To achieve this purpose the article used: monographic analytical method – the study of literature; system-analytical method – the study of legislative or other legal acts on the mechanisms of educational loans in Ukraine; abstract logical method – to summarize theoretical propositions, formulated conclusions and guidelines. Findings. Based on the analysis of international practices, a justification is given for the expedience and the efficiency of educational lending both for individuals in the process of acquiring education as well as for educational establishments, national education sphere and the state as a whole. It was determined that granting and utilizing education credits in Ukraine encounters a number of obstacles (absence of support from the government, among them) that confines their proliferation. Credit funds are not utilized as sources of investment in the educational sphere while crisis events lower significantly the actual effective demand for this type of loans. It has been discovered that credits, as a form of investment in the educational sphere, must be considered along three directions: commercial educational lending to private individuals, government educational lending to private individuals and lending (both government and private-based) to educational establishments. It has been proved that legal and regulatory framework of educational sphere in Ukraine possesses all the prerequisites for expansion and further development of this form of educational investment, however, at this point, the definitive role is played by the government regulation of this process. Originality of the research findings lies with the further development of the existing methodological approaches and practical mechanisms of educational lending in Ukraine under the conditions of financial and economic crisis. Practical value. Area of implementation of findings: organization of scientific research with regard to forming the investment policy in the educational sphere in Ukraine under crisis conditions.
