PRINCIPLES OF ASSESSING THE EFFECTIVENESS INNOVATIVE AND INVESTMENT PROJECTS FOR THE DEVELOPMENT OF RURAL TERRITORIES ON THE PRINCIPLES OF SUSTAINABILITY

Abstract

Purpose. The aim of the article is the substantiation of the principles for assessing the effectiveness of innovation and investment projects for the development rural territories on the principles of sustainability. Methodology of research. General scientific and special methods are used during the study to solve the problems and get relevant results, in particular: the method of logical analysis – in determining the factors of influencing the efficiency of investment projects; systematization and generalization – in a synthesis of modern methodical approaches to evaluation of innovation and investment projects of rural development; abstract and logical – for theoretical generalizations and drawing conclusions of the study. Findings. The principles of assessing the effectiveness of innovation and investment projects are generalized. Constraints that hinder investment processes realization of investment resources in rural development are defined. The principles of implementation of investment projects aimed at sustainable development are substantiated. The necessity of the use of integrated environmental standards in assessing investment projects of rural development, developed based on energy approach is revealed. Originality. The mechanism for assessing the effectiveness of innovation and investment project of rural development is substantiated. Practical value. The proposed mechanism for evaluation of investment projects for the development of rural territories will form the basis for the ratio of the impact of planned activity and possibilities to reproduce natural complex without incurring irreversible changes in the ecosystem. It will allow regulating the activity on the implementation of investment projects and creating a system of making investment decisions based on the principles of sustainable development.
