Abstract
The article deals with the notion of pollution of the natural environment, defined the different views of scientists on the stages of formation of environmental regulatory framework, proposed an own system for reviewing the stages, analyzed the “new period” as the last stage, considered the classification of water offenses and provided their own, identified shortcomings, standing on the way of further development of legislation in this area and identified possible measures to overcome them.
