EVALUATION OF CLUSTER POTENTIAL OF AGRОSPHERE AT THE LEVEL REGION

Abstract
Under conditions intensification and transformation regional economy of Ukraine, and in particular in the agrarian sector, greater use acquires the use of methods of clustering. This is stipulated the need to upgrade and increasing the effectiveness of regional policy instruments in the conditions of the financial crisis and at the budget deficit to support agro enterprises, improve their competitiveness, etc. In article of methodological approaches to potential assessment are considered clustering of the agrarian sphere. Proposed an innovative form of definition of the concept “cluster”. Emphasized, that the agrоsector is one of the very important ones and socially important industries, which provides employment for people in the countryside. A SWOT-analysis of the formation of the cluster agro of Cherkasy region was conducted. During the conducting research it is proposed to create an agrarian cluster on the basis of six agro enterprises of districts Khrystynivka, Uman and Talne. An estimation of indices of production and resource is carried out, human resources, investment and financial potential of the agro cluster at the regional level. Methodology, which is presented in the article to determine the potential of agro cluster on the Cherkassy region takes into account the most important indicators of this industry and is fairly simple when collecting information and calculating all the indicators. In conclusion stated, what formation and development of agro cluster in the region is impossible without moving to the level of research specific agricultural enterprises and the interaction all members of the agro of the production chain, because effectively functioning cluster can realize its potential only provided cooperation of all participants structure in the cluster.
