GENERAL CHARACTERISTICS OF THE CONCEPT AND FEATURES OF ADMINISTRATIVE PROCEDURES IN UKRAINE

Abstract
The article is devoted to the legal category of administrative procedures. There are systematic analysis of the essence of administrative procedure, administrative process, administrative proceedings and relation of the reduced concepts in the article, also it is highlighted the characteristics of administrative procedures. The author notes that the idea of introducing the institution of administrative procedure in the science of administrative law has been discussed lately. The analysis of the latest research, publications and the legal framework of Ukraine has shown that in the legal science the issue of defining the concept of administrative procedures has not been covered. The analysis of the latest studies, publications and the legal framework of Ukraine has shown that in jurisprudence the issue of defining the concept of administrative procedures has not been covered. In addition the author listed such features of administrative procedure: the administrative procedure is used in the public sphere; administrative procedures regulate the management positive type activities; administrative procedures establish a certain procedure for the implementation of actions; administrative procedures are characterized by the presence of a special subject composition, etc. In the regard of the present situation of administrative procedures’ legal regulation in Ukraine, the author suggests for the optimal functioning of relations between public administration authorities and private individuals to adopt a legal act which can cover not only the issue of normative regulation of the administrative procedure definition, but also fully regulate the category of law.
