Abstract
The article is devoted to the formulation of concrete proposals for the improvement of the theoretical foundations for ensuring the fulfillment of economic obligations by state guarantees. The definition of the concept of the concept of improving the theoretical basis for the legal regulation of state guarantees in the sphere of management is proposed, its components are formulated, which include the following: 1) a general theoretical conceptual apparatus; 2) special target legal categories; 3) meaningful tasks; 4) methodological basis.
