Abstract
It is substantiated that radical transformations of modern societies, especially post-industrial, so-called transitional ones (from the industrial to the informational type) require qualitatively new scientific knowledge, innovative practical activity, new in its essence of a specialist and, at the same time, a new system of management of all social processes.
