International legal guarantees of constitutional duties of Ukraine and European states

Abstract
The article explores such international legal guarantees of the constitutional duties of Ukraine and European states as state membership in international organizations and appeals to international courts. It is concluded that the international legal guarantees of the con stitutional obligations of states constitute a consolidated system that includes the unity of material and procedural norms of law, as well as the political will of subjects of legal relations. It is deter mined that national states, being full members or founding states of a particular international organization, volunteer to regulate and commit themselves to obligations of a publiclaw nature, which constitutes the material constituent of guarantees of the constitutional duties of the state. It is determined that the statutory documents of international organizations combine material and procedural guarantees of the constitutional duties of the state, since they not only standardize the general rules of activity of members of international organizations, but also determine the mechanism of imperative influence on the subjects of these legal relations. It is proved that the international legal guarantees of the constitutional duties of the Ukrainian and European states constitute a consolidated system that includes the unity of material and procedural norms of law.
