Abstract
EXTENDED SUMMARY Research Problem: The purpose of the study is to understand the relationships between legalization of urban development and spatial transformation. Since the 1980s, features of the spatial transformation in the Istanbul Metropolitan Area has been changed and this spatial transformation tried to be controlled by upper scaled spatial plans approved in the years of 1980, 1995, 2006 and 2009. While spatial planning studies continue, on the other hand, there are also significant changes in the administrative structure in the metropolitan area. As an indicator of urban development in the Istanbul Metropolitan Area, the administrative boundaries are constantly changing, due to dynamics in the urban region are very influential driven by national and international capital. Research Questions: Do changing administrative borders solve the metropolitan planning problems? Do changing administrative district boundaries support holistic planning process? How effective are the plan decisions in the establishment of new administrative district borders? Do changing administrative district boundaries increase fragmentation in legislation and metropolitan planning? Literature Review: The aim of a literature review was about the city in transition under the process of globalization, neoliberal effects and planning studies in Istanbul. The researcher reviewed literature in two main areas; neoliberal urbanization dynamics and Istanbul's planning process after the republican period. In this study, Turkey Statistical Institute data is used to analyze the distribution of population by district and population growth rates of Istanbul. This study is also based on the report where the researcher is included about "Istanbul Administrative Boundary Information System" prepared for Istanbul Metropolitan Municipality. There are large numbers of researcher studying on the administrative border in Turkey. Studies on administrative borders, changes and their effects are one of the research subjects too in city and regional planning like political science and public administration, geography, economics, administrative law. In this study, planning process, spatial development and legislation effects on the establishment of Istanbul's administrative district borders changes are discussed in the context of administrative geography and holistic approach to metropolitan planning. Methodology: This paper initially contains an analytical perspective. This perspective informs the analyses of the evolution of laws on the establishment of the districts within the boundaries of the Metropolitan Municipality in Istanbul after 1980’s. The results of relations between administrative border changes and legalization of spatial transformation have come up for discussion. Results and Conclusions: As a result, administrative border changes in Istanbul are viewed as an opportunity to allow for the legalization of spatial transformation, rather than as a guide for urban development. There is no linear relationship between the administrative district border change targets of making a financial centre in Istanbul and the city's holistic planning studies. In particular, large areas at metropolitan edge, divided to different administrative districts under the urbanization pressure on rural areas with the effect of administrative border changes. The administrative district borders changes in metropolitan area cause to fragmentation in the legislation and planning process. It is emphasized that administrative district boundaries and metropolitan planning relations in Istanbul should be evaluated not only in Istanbul's province border, but also in Istanbul metropolitan territory. As a conclusion, it needs to develop administrative boundaries based on strategic and holistic planning approach in Istanbul Metropolitan Territory.
