Abstract
The end of 20 century, to be sure, eroded the sense of political, social and individual safety. The era, we’ve just entered – whatever we decide to call it – is bound to be more painful than the one we’ve just left. After the collapse of a Soviet Union and the end of the cold war, the great hopes was the world would develop In benign ways, focusing on economic development and political liberalization. For decade there was significant progress in that direction. But there have also been some disturbing trends. As a society we will have to learn to live with new threats and terrorism is one of this. It is in that sense, more than any other, that people are right when they say that everything has changed. This leads to a paradoxical situation. Overnight, living with a threat of terrorism became part of everyday life. Disagreeable as that reality is, it’s better than the alternative of lulling ourselves into false complacency, sloppy protection and haphazard responses.
