Legal principles economic implementation of ethnic policy Bolshevik leadership of the USSR in the 1920s

Abstract

Difficult economic situation was minority holdings at the beginning of the 1920’s. Years of war destroyed the national economy of dispossession of wealthy settlers, confiscation of property, collecting surplus food, the destruction of productiveиforces, further deterioration of the economic situation of households minority region, repressive policies of Soviet power and eventually famine in 1921-1922. It is generated rejection of the policy of war communism. On March of 1921 at the Tenth Congress of the RCP(b) was change of course. Surplus food tax were changed to mean the cancellation policy of war communism and the introduction of the New Economic Policy (NEP). Created peasant unions represented by committees of poor peasants, farm workers unions and mutual aid committee in 1923-1924. Using them as social support, the Communists were intended to put the village under state control, split the peasant masses and to subordinate it to his ideology. Reducing the force, command and management of the economy coincided with the desire of the bulk of the peasantry to rebuild their economies. An important area of work was to promote economic development of areas densely populated by national minorities of land management, strengthening of individual farms, development cooperation, trade, crafts, a system of loans and social security. The governing bodies of the party, holding in their hands the levers of influence on national processes, recognized as one of the main factors governing regional zoning. On their initiative in 1922 launched the reform of administrative and territorial structure, which adversely affected the lives of minorities. During the NEP, hungry after 1923 individual agricultural economy minority achieved high yields of crops, producing highqualityanimal products. Most of them were profitable. This provided generally adequate standard of living. But they were able to more or less normal function to the 1927-1928, when towards them began to grow administrative burden.
