LOAN SYSTEM AS AN ADMINISTRATIVE AND LEGAL INSTITUTE

Abstract
This article explores the specifics of the permissive system in Ukraine as a set of legal relations that arise, change and terminate between individuals and legal entities, on the one hand, as well as subjects of public administration, on the other hand, in connection with issuing permits for certain types of activities with respect to objects , requiring special protection from the state, and subsequent supervision of compliance with the rules and conditions for the implementation of authorized activities. The legislation has been analyzed and a definition of the permitting system has been implemented in a broad and narrow sense; questions of administrative and legal support of the licensing system in Ukraine are disclosed.
