MECHANISMS OF IMPROVING THE INSTITUTIONAL SUPPORT OF ECONOMIC AND SOCIAL DEVELOPMENT OF THE COMMUNITY WITH THE IMPORTANCE OF THE NECESSITY OF BALANCING INTERESTS OF ITS SUBJECTS

Abstract

The article outlines the main mechanisms for improving the institutional management of economic and social development of the community. As a result, the following components have been identified: creating a favorable investment climate, developing community-based quality projects for financing, developing a mechanism for providing free medical services, improving inter-regional cooperation of communities, expanding community powers over land outside settlements. The present state and possible economic and social achievements with the expansion of powers of the united territorial communities in the field of land relations are analyzed. From what it became clear that today in Ukraine, communities exercise their powers only within the settlements and can not solve issues in the field of land relations outside their borders. This state of affairs limits the ability of local self-government bodies to manage, causes ineffective use of land resources outside settlements, complicates the development of communities and reduces their financial basis and negatively forms social development. In addition, the author in the article schematically reflected why expanding the powers of united territorial communities in the field of land relations. It has been highlighted that communities are becoming even more effective as they are able to plan the development of all their territories and increase their financial capacity (there is an opportunity to influence the size of land payments on their territory). Also, in the article the author conducted research on the main advantages and disadvantages of the association of territorial communities (taking into account the views of expert practitioners). From which it was clarified that the main difficulties in managing the united territorial communities are imperfect legislation, low staffing capacity and lack of sufficient powers in the field of land resources.
