Methodological bases of modeling of normative-legal wages of submitted services in the conditions of development of service-oriented state

Abstract

The article is devoted to the problems of ensuring the effectiveness of normative and legal regulation of public services in the sphere of service in the conditions of social transformations. The features and main directions of legal regulation of public services at the present historical stage of implementation of administrative reform in Ukraine in the conditions of resource constraints are singled out. The content of specific service functions and systemic and universal problems that impede the effectivenes and achievement of the normative and legal regulation of the activities of public authorities and local self-government bodies regarding the provision of public services are disclosed. It is acknowledged and confirmed that, among the latter, the most important for Ukraine are: a) informational and methodological problems that cause inequality of service provision in different regions of the state; Level of consolidation of interagency interaction; в) systemic and universal obstacles to the development and introduction into practice of the state, regional and local administration of administrative regulations, including standardization of the quality of public services. An analysis of the current regulatory framework has shown that the creation of a transparent mechanism for the provision of public services at various levels and their availability will allow the transition of the national socioeconomic system to an adaptive model of service development of the state. It is proved that the organization of providing public services requires the development and substantiation of the dominant service concept and the establishment of crosssectoral interaction, the central element of which should be the Unified system of interagency electronic interaction. Accordingly, the Concept of the Unified System of Interagency Electronic Interaction should be based on the principles of service-oriented architectonics, and the main component of it will be a service network designed to provid logistic communication between information systems of various departments and institutions. It is proved that the organization of providing public services requires the development and substantiation of the dominant service concept and the establishment of cross-sectoral interaction, the central element of which should be the Unified system of interagency electronic interaction. Accordingly, the Concept of the Unified System of Interagency Electronic Interaction should be based on the principles of service-oriented architectonics, and the main component of it will be a service network designed to provide logistic communication between information systems of various departments and institutions. The necessity of operatively joining the Unified system of interagency electronic interaction of all state bodies and local self-government bodies is substantiated. This is a complicated and multidimensional task, the successful solution of which is possible only by putting a specific function on multifunctional centers. It has been pointed out that the provision of electronic services for public services is not only based on the organization of inter-agency electronic interaction, but should also include the use of the Single Public Services Portal. As the service delivery process involves the electronic filing of the application for the provision of the service and, accordingly, tracking the paths and modes of its provision for the use of information technology of the third intellectual level, which will make this work transparent and will develop competition in the IT market in the context of building new industries of social practice in Ukraine. It is confirmed that: the level of interagency coordination is low (it can be considered practically absent); Not also approved a single set of techniques and standards; Coordination of the processes of providing public services for the three basic levels of government (between the state, regions and local self-government bodies) is not effective. Therefore, in the Concept it should be foreseen that, if it is necessary to appeal the quality or not to provide a particular service to citizens, it should be possible to confirm the fact of filing an application. Therefore, in order to ensure the transition to a service model of public administration, stable and understandable information security requirements and conditions should be established, as well as the elimination of technological (digital) inequalities and obstacles to the consolidation and development of interagency cooperation, including high-level mechanisms Information security.
