MODERN MECHANISMS OF THE IMPLEMENTATION OF YOUTH POLICY IN THE CONTEXT OF EURO INTEGRATION IN UKRAINE
Journal Title: Наукові праці. Серія "Політологія" - Year 2018, Vol 314, Issue 302
Abstract
Today, the question of the formation and development of state youth policy in Ukraine is relevant and in demand, especially dur-ing the period of European integration processes. After all, state youth policy is the state’s activity aimed at creating important and necessary conditions for the development and implementation of their ideas and priorities by young people and youth public organi-zations. Since the signing of the political and economic parts of the Association Agreement between Ukraine and the EU, our country has embarked on the path of transformation processes in all spheres of society development and acts as an active subject of European integration processes. Today, in the context of European integration processes, the approximation of Ukrainian youth legislation to the European one is taking into account the European three-tier structure of the implementation of youth policy. Thus, the European cascade model con-sists of three levels: the first level – the level of government, the second level – where the implementation of youth policy delegated to regional and municipal administrations and the third level – where the main tool for youth participation in the implementation of a defined policy are youth organizations. Youth organizations are the well-known mechanism for implementing state youth policy. However, in this situation there are problems with the lack of awareness of citizens about the activities of youth public organizations. Accordingly, it requires the state authorities to improve the provisions of the state youth policy, taking into account the experience of the European Union countries, in order to ensure the full-fledged activity of public organizations of Ukraine in accordance with the new modern conditions of the country’s development. A significant role in the functioning of the state youth policy is played by the existing integrated programs that define the main aspects of the development of youth policy in the field and aimed at supporting healthy lifestyles of young people, their giftedness, patriotism, non-formal education, and the development of civil society institutions.
